Kazakhstan Oil Commercial Metering — SIKN Compliance Guide

1. The legal foundation · Правовая основа
The SIKN concept, metering-line architecture and error limits were established by Government Order No. 478 (31 May 2006) "Rules of measurement and weighing of oil extracted in the contract area". Today the legal home is the Subsoil & Subsoil Use Code (2017); the state oil-accounting information system is governed by Energy Ministry Order No. 154 (28 Apr 2018, rev. 2022).
Oil is accounted in mass (tonnes). Volume alone is never the custody-transfer unit — it depends on temperature and density, so mass is what is traded and taxed. Учёт нефти ведётся в тоннах (массе): объём зависит от температуры и плотности, поэтому товар и налоги рассчитываются по массе.
Subsoil & Subsoil Use Code (2017) — the current legal home; metering instruments must hold type-approval certificates in the register of the State System for Ensuring the Uniformity of Measurements of the Republic of Kazakhstan (ГСОЕИ РК).
Energy Min. Order No. 154 (2018/2022) — the national oil & condensate accounting information system: metering data from SIKN stations is collected automatically, replacing manual daily logs.
EAEU (EAC) conformity — technical regulations of the Eurasian Economic Union apply; declarations are required for import and operation.
2. What SIKN is — structure & metering lines · Структура СИКН
A SIKN is a metering station that integrates flowmeters + density/water-cut/temperature/pressure transmitters + flow computers + samplers into one custody-transfer system. Regulatory practice requires three metering lines:

A pipe prover (ТПУ, трубопоршневая установка) performs in-situ verification of the meters — this is what keeps the SIKN legally valid over time.
3. Accuracy limits that decide your contract · Пределы погрешности

These limits are legally binding in custody transfer: both parties settle against them, and disputes are arbitrated on them. Эти пределы обязательны при коммерческом учёте: по ним проводятся расчёты и разрешаются споры.
4. Metering landscape: who measures what · Измерительное оборудование
For viscous hydrocarbons (crude, fuel oil), the custody-transfer core is positive-displacement metering, with the prover as its guardian. Other technologies play supporting roles.
Oval-gear (腰轮) and sliding-vane (刮板) meters measure viscous oil directly in volume, converted to mass by density. The workhorse of SIKN custody transfer.
Pipe provers (ТПУ) verify meters in-situ to the required ±0.25% uncertainty — the legal backbone of SIKN accuracy over time.
Electromagnetic meters (water / light products), orifice & differential-pressure (auxiliary lines), magnetic level gauges (tank farms) — supporting roles only.
